I made one last night, I've added
fps_max 100
cl_showfps 2
errr thats about it 
what have you got in yours?

Use notepad, save in your CS:S cfg folder.

You could save it as a .txt and chenge it to .cfg
Windows hides the file extensions by default so it may be easier to copy the config.cfg file, rename it to autoexec.cfg. Open it a delete everything inside. Then put your own stuff in.
