Well it could be a internal flaw in IE so u could try uninstalling it and the reinstalling it. Or it could be a flaw on the web page. Occurding to th url. IE resives a file off the net stores it in ur temperory files, but it detects a flaw on the web page or IE cannot open something on the web page. btw. ur last name is Williams?

Well the thing is with a pop up blocker and anti-spyware progs IE is better. U see IE is more secure, but less people use FF it so less people try to hack it. So i stick to IE.

Do a virus scan, a spyware/adware scan and get some sort of pop-up blocker program (the google one is good enough).
