its says in the readme;
INSTALL:
Place the "Terror" folder into,
\Valve\Steam\SteamApps\username\counter-strike source\cstrike\materials\models\player
If the folder path does not exist, create it.

Ahh in that case. That is a older Ts skin that doesnt work anymore. Tried that one meself and the new folders name is t_phoenix not Terror.
