Use notepad, save in your CS:S cfg folder.

save it as what type of file?

You could save it as a .txt and chenge it to .cfg Windows hides the file extensions by default so it may be easier to copy the config.cfg file, rename it to autoexec.cfg. Open it a delete everything inside. Then put your own stuff in.
